On
Tuesday, March 12, 2002, the Jack Vines Family of Vilas, North Carolina,
appeared before the Watauga County Democratic Party Executive Committee
to brief party officers on an environmental crisis caused by a gasoline
leak near the B & B Mini Mart on Hwy 421. Gasoline has flowed
into Brushy Fork Creek, contaminated several wells, and benzene
fumes have rendered the Vines home uninhabitable. Because it is
the position of the Watauga County Democratic Party that all citizens
of Watauga County have the right to expect and receive immediate,
fair, and equitable treatment from their government, the Executive
Committee voted unanimously to take action on behalf of the Vines
family.
Text of Resolution Passed March 12, 2002, on behalf of the Vines
Family
Executive Committee of the Watauga County Democratic Party
1. That the Watauga County Board of Commissioners conduct a full
investigation of the actions of Lisa Danner (Emergency Director
for Watauga County) and Rocky Nelson (Watauga County Manager) to
determine why prompt action was not taken on behalf of the Vines
Family and why immediate communication to the Board of Commissioners
was not made regarding the Vines' situation.
2. That the Secretary of the North Carolina Department of Environment
and Natural Resources, William G. Ross, Jr., conduct a full investigation
into the inadequate and delayed actions taken by the North Carolina
Division of Water Quality on behalf of the Vines family, most especially
the actions of Mr. Waddell Watters, DENR Hydrogeologist, Division
of Waste Management.
3. That the Governor of North Carolina, Michael F. Easley, conduct
a thorough investigation into the delayed actions by DENR officials,
actions that resulted in possible health risks to the Vines family.
4. That the Watauga County Democratic Party will forward this resolution
promptly to the Watauga County Board of Commissioners, the Secretary
of the Department of Health and Natural Resources, and the Governor
of North Carolina.
